Daewoo E&C Launches Middle East Reconstruction Task Force Ahead of GCC-Led Recovery

In the immediate aftermath of the 2026 Iran‑U.S.–Israel cease‑fire, Daewoo Engineering & Construction Co., Ltd. (Daewoo E&C) has announced the formation of a dedicated Middle East Reconstruction Task Force (TF). The move positions the Korean firm to tap the expected surge of infrastructure and development projects across the Gulf Cooperation Council (GCC) states, which are poised to rebuild after the war’s end.

The announcement, made on 23 June 2026, follows Seoul’s formal declaration that it will participate in reconstruction work centred on Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates. Daewoo E&C said the TF will be run by its Global Infrastructure Division, which handles overseas sales, and will bring together the plant, civil engineering and architecture units to form a consultative body that can respond swiftly to new contracts.

A key selling point for the initiative is the company’s proven track record in Iran. Daewoo E&C has delivered major projects such as the Bandar Abbas‑Bafq railway, the Ahvaz power plant and the Kharg Island offshore oil terminal. The firm argues that this experience will enable it to focus on infrastructure restoration projects in countries where it already has a foothold, while also laying the groundwork for a long‑term re‑entry into the Iranian market.

To keep pace with the evolving landscape, Daewoo E&C will strengthen its market‑monitoring system by maintaining close ties with the Korean Ministry of Land, Infrastructure and Transport and the International Contractors Association of Korea. It plans to mobilise internal and external networks to gather information on forthcoming projects and will establish a “Team Korea” collaboration structure with major domestic construction firms to launch a joint response.

Industry analysts predict a wave of projects in the energy sector, including pipeline repairs and upgrades to oil refineries, petrochemical plants and gas‑processing facilities. The analysis also points to opportunities in restoring power grids, ports and large‑scale housing and urban development as the war‑impacted infrastructure is rebuilt.

A Daewoo E&C representative said the company will expand its overseas business based on the competitiveness it has secured in the reconstruction markets of major oil‑producing countries. The representative added that the opening of the massive Iranian market could provide a leap forward for the entire domestic construction industry, and that Daewoo E&C is preparing for the future with thorough pre‑emptive preparations.

The Task Force’s creation follows the GCC’s recent announcement that it would coordinate reconstruction efforts across its member states. The GCC, an intergovernmental union that includes Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates, has historically focused on economic and security cooperation. The war’s end has shifted the focus toward rebuilding damaged infrastructure and restoring economic activity.

Daewoo E&C’s strategy aligns with the broader regional trend of seeking foreign investment and expertise to rebuild critical infrastructure. By leveraging its past projects in Iran and its established relationships in Korea, the company aims to secure contracts that will help stabilize the region’s energy supply and support the GCC’s economic recovery.

At present, the Task Force is in the planning phase. Daewoo E&C is monitoring project announcements from GCC governments and international agencies, and is preparing proposals that will be submitted once formal requests for bids are issued.

The company’s next steps include finalising the internal structure of the Task Force, securing partnerships with Korean construction firms, and engaging with GCC ministries to understand the specific reconstruction priorities of each member state. Once the war‑related damage assessments are complete, Daewoo E&C expects to submit competitive bids for the first round of reconstruction contracts.
